Korean Nuclear Containment Zone

Due to unsafe practices in the shipping and handling of nuclear weapons and fuel rods thanks to a mad despot of a ruler, a chain reaction of nuclear explosions rocked the country. It's mostly safe now, but pockets of radiation still exist, and entering the zone is prohibited unless one has a very, very good reason. Infrastructure still hasn't been replaced, making this as much a Mad Max world as you'd imagine.
